Mexican digital travel form launched to streamline international departures

A new digital travel form is being introduced for Mexican nationals traveling abroad, starting November 26, 2025. Developed through collaboration between the National Institute of Migration (INM) and the Digital Transformation and Telecommunications Agency (ATDT), the Formato Estadístico para Mexicanos (FEM) will be available in digital format via the official portal or QR codes at international airports. The digital FEM collects the same traveler information as the traditional printed form, including personal data, identification document type and number, airline, flight number, destination country, and travel purpose. Users with Llave MX accounts will have data pre-filled to speed up completion, and families traveling together can reuse flight information across multiple forms. During a transition period, both digital and printed formats will coexist to ease adaptation. This move aims to modernize migration processes and improve passenger handling by air, which accounted for 95% of Mexican departures abroad in 2025. Travelers will be able to download a digital receipt after completing the process to present before boarding. The government notes this is part of a broader effort to provide more efficient and accessible public services and to reinforce Mexico’s image as an innovator in electronic government. Challenges identified include ensuring internet access and device availability for all travelers, keeping the printed format available during the transition, ensuring platform security and robustness, and effectively communicating the changes to avoid travel delays.
