Jalisco Adopts Human-Centered Digital Transformation Promoting Rights and Inclusion
Jalisco, in collaboration with UNESCO and other UN agencies, is advancing a digital transformation model anchored in human security. The initiative aims not only to improve governmental efficiency but also to strengthen rights, social cohesion, and citizen well-being. The program unites public actors, academia, and private sector stakeholders to craft policies that foster an ethical, inclusive, and sustainable digital economy, ensuring that technological growth is matched by public trust and reduced social disparities. Key components include the Transformación Digital de Jalisco program, which supports micro, small, and medium-sized enterprises (MiPyMEs) in technological reconversion, and Ventanilla Digital Jalisco, a public services platform that simplifies online procedures for individuals and businesses, reducing queues and intermediaries. A collaboration agreement with Cisco Systems focuses on information technologies, cybersecurity, digital literacy, and closing digital gaps. The overall message is that digital government can align efficiency with social values. The article emphasizes the need to replicate not only the “what” of digitization but the “how”—centered on people. The ongoing challenge is translating the concept of human security into measurable indicators such as accessible services, privacy-protected open data, and meaningful citizen participation. Ongoing monitoring will reveal whether this model can balance innovation with social justice and bolster rights and democratic trust through public tech.
