Singapore Facilitates Global AI Safety Collaboration Amid US-China Rivalry

The Singaporean government has released a blueprint aimed at promoting international cooperation on artificial intelligence (AI) safety, following a landmark meeting of AI researchers from the United States, China, and Europe. This initiative, known as the Singapore Consensus on Global AI Safety Research Priorities, sets out a shared agenda for addressing the risks associated with advanced AI systems. Singapore, recognized for its diplomatic ties with both Eastern and Western nations, is positioning itself as a neutral facilitator in the global discourse on AI safety. The consensus document encourages researchers worldwide to collaborate in three main areas: evaluating the risks of frontier AI models, developing safer construction methods, and devising strategies to control the behavior of the most advanced AI systems. The meeting, held alongside the International Conference on Learning Representations (ICLR) in April 2025, brought together leading experts from major tech companies such as OpenAI, Anthropic, Google DeepMind, xAI, and Meta, as well as academics from top universities including MIT, Stanford, and Tsinghua. Despite ongoing geopolitical tensions and competitive rhetoric-such as the US response to China’s DeepSeek AI breakthrough-Singapore’s initiative represents a rare moment of global consensus. The blueprint aims to shift the focus from competition to collaboration, acknowledging both the near-term and existential risks posed by increasingly capable AI. The effort underscores the importance of international dialogue in shaping a safer AI future, especially as the US and China continue to vie for technological supremacy.
