Digital transformation in South Africa fails due to leadership, not technology

In South Africa, the persistent challenges of inequality, unemployment, and poverty are often misattributed to a lack of technology. Dr Stella Bvuma argues that the real obstacle to effective digital transformation is a deficit in leadership rather than technological scarcity. While the country possesses significant tech infrastructure—including advanced mobile networks, fibre connectivity, sophisticated banking systems, and world-class research—the deployment and integration of these technologies remain uneven. Government systems are fragmented, leading to limited adoption, delays, and cost overruns. Bvuma identifies three main leadership issues: treating digital transformation as mere technical procurement rather than organisational reform, hiring experts but not listening to them, and over-centralisation that slows decision-making and stifles innovation. Technology itself is neutral and amplifies existing institutional strengths or weaknesses. True transformation requires leaders who are coherent, value-driven, and courageous, creating environments where experts can operate freely and where long-term public value is prioritised over factional politics. Without such leadership, the digital divide will widen, not because of technology absence but due to poor governance and lack of ethical stewardship.
