US TikTok Deal Secures App with Majority-American Ownership and Oracle Oversight

TikTok has finalized a deal to continue operating in the US under a newly formed entity, TikTok USDS Joint Venture LLC, which is majority-owned by American investors. The venture is governed by a seven-member board including TikTok CEO Shou Zi Chew, while Chinese parent company ByteDance retains a 19.9% stake. A key part of the deal involves licensing TikTok’s content recommendation algorithm to Oracle, which will secure US user data and manage the algorithm within a US cloud environment. This move is intended to address security concerns and ensure data privacy. Despite these changes, TikTok aims to minimize disruptions to the app, keeping its core features like short videos, influencer culture, and livestream shopping largely intact. Analysts note that US users are unlikely to notice immediate differences, although adjustments in data handling and system updates are expected. The agreement also secures the US operations of ByteDance-owned apps CapCut and Lemon8. While the future of TikTok in the US is now more stable, the company faces continued competition from platforms like Instagram Reels, and much will depend on how ByteDance manages data separation, algorithm updates, and oversight without affecting performance.
