Wikipedia Seeks Judicial Review of UK Online Safety Regulations Over Volunteer Privacy Concerns

The Wikimedia Foundation, which oversees Wikipedia, is initiating a legal challenge against certain regulations within the UK’s Online Safety Act, expressing concern that these rules could compromise the privacy and safety of its volunteer editors. The foundation fears that the current categorisation guidelines might place Wikipedia in ‘Category 1,’ requiring stricter content controls and potentially obligating the platform to verify contributors’ identities. Such a requirement could endanger volunteers globally, exposing them to risks like data breaches or persecution by authoritarian regimes. While the Foundation does not oppose the Act in general, it contests specific parts of the categorisation process managed by the UK communications regulator, Ofcom. Legal experts acknowledge the difficulty in overturning such regulations through judicial review but suggest this case may set a precedent. The government has refrained from commenting due to ongoing legal proceedings. Ofcom has yet to categorise any services, though it has requested information from several platforms including Wikipedia. The Foundation argues that Wikipedia already effectively manages harmful content and warns that vague categorisation rules could both misclassify safe platforms and fail to regulate truly harmful ones.
