European Commission to Develop Strategy for Scaling Open Source Software and Boosting Digital Sovereignty

The European Commission is developing a new strategy to transform European open source software into commercially viable alternatives to major U.S. technology providers. This initiative aims to strengthen the European Union’s digital sovereignty, ensuring that value generated within open source communities remains inside the EU rather than benefiting international tech giants. The forthcoming strategy, set to be released alongside the Cloud and AI Development Act (CAIDA) in early 2026, focuses on scaling communities, supporting industrial deployment, improving market integration, and ensuring the financial sustainability of key open source projects. The Commission acknowledges that while past EU-funded research efforts have had positive outcomes, they have not been enough to help European software compete globally at commercial scale. The plan includes measures to improve project governance, enhance supply chain security, and promote sustainable funding models through public-private partnerships. A strong emphasis will also be placed on encouraging public administrations across the EU to adopt and contribute to open source projects, reinforcing collaboration between government and developers. The overarching goal is to reduce dependence on costly and data-extractive proprietary technologies and to promote more equitable and transparent digital ecosystems within Europe.
