Investigation Reveals Telegram’s Infrastructure Ties to Russian Intelligence Contractors

A recent investigation by ‘Important Stories’ challenges the narrative built by Pavel Durov, the founder of Telegram, regarding the app’s independence and user privacy. Despite Durov’s claims of exile and resistance to Russian authorities, leaked border data reveal that he visited Russia over 50 times since 2014. These visits coincided with financial struggles and investment rounds involving Russian oligarchs and state-linked institutions. Furthermore, evidence shows that the infrastructure of Telegram is largely managed by a shadowy company named Global Network Management (GNM), based in Antigua and Barbuda, but operated by a Russian national, Vladimir Vedeneev. GNM controls over 10,000 Telegram IP addresses and handles server maintenance and routing, giving it potential access to user data. Notably, Telegram messages are not end-to-end encrypted by default, and the app transmits identifiable device information (auth_key_id) in unencrypted form, making user tracking possible, especially within Russian-controlled networks. These revelations raise concerns about user privacy and the app’s susceptibility to surveillance, particularly by Russian security services using SORM infrastructure. The findings undermine Durov’s public image as a privacy advocate and highlight the opaque management and questionable security practices behind Telegram’s global operations.
