India Introduces Merchant Fees on UPI Transactions

India is considering introducing fees for merchants using the Unified Payments Interface (UPI), a digital payment system that has become ubiquitous in the country. The proposed change would involve a merchant discount rate (MDR) of 0.3-0.5% on larger transactions at big businesses, while keeping consumer and person-to-person UPI payments free. This decision could impact the sustainability of UPI, which has grown into one of the world’s largest real-time payment networks with over 241.6 billion transactions in the past year. Critics argue that charging merchants could weaken the network’s success, which was driven by its frictionless payment model. The government has not yet finalized the fee structure or its application, but the move raises questions about balancing accessibility with financial sustainability. Fintech apps like PhonePe and Google Pay dominate UPI usage, and the system is now available in 11 countries. The debate highlights the challenge of maintaining a free service while ensuring long-term viability.
