IT Company Confirms Compliance with LTO Concession Amid Graft Allegations

MANILA, Philippines — Stradcom Corp., an information technology firm, has reiterated that its operations with the Land Transportation Office (LTO) are conducted under a valid and legally binding concession agreement with the national government. This statement comes following graft allegations filed against former LTO chief Vigor Mendoza II by the transport group Federated Land Transport Organizations of the Philippines (Feltop). Feltop raised concerns over the collection of a computer fee for transactions processed through the LTO-IT system developed by Stradcom, claiming that the company earned at least P169 million between January 2025 and February 2026 and implying preferential treatment by Mendoza. In response, Stradcom stressed that it remains compliant with all terms and conditions of the concession agreement and has consistently supported the LTO in delivering services to the motoring public, including digital processing of vehicle registrations and driver’s license transactions nationwide. The company also indicated that it has not yet received the formal complaint from Feltop and will review the allegations carefully once officially served, committing to take appropriate legal measures if necessary. Stradcom emphasizes that the accusations appear to be unfounded and that its infrastructure continues to operate effectively, supporting nationwide LTO services.
