Telegram CEO Pavel Durov Temporarily Released from France Amid Ongoing Investigation

Pavel Durov, the founder and CEO of Telegram, has been granted permission to return to Dubai as French authorities continue their investigation into alleged insufficient moderation on the messaging platform. Durov was arrested in August 2024 upon arrival in Paris, facing accusations of failing to properly moderate Telegram to reduce criminal activity. Initially barred from leaving France, the Paris prosecutor’s office has now suspended his judicial supervision obligations from March 15 to April 7, 2025. Durov, who holds multiple citizenships, denies the allegations of non-cooperation with law enforcement regarding issues such as drug trafficking, child sexual abuse content, and fraud. Since his arrest, Telegram has implemented several changes, including joining the Internet Watch Foundation program to combat child sexual abuse material, agreeing to share user data with police in response to valid legal requests, and publishing transparency reports on content moderation. The case marks the first time a tech leader has been arrested for alleged criminal activities occurring on their platform, raising questions about the responsibilities of social media companies in content moderation and cooperation with law enforcement.
