The U.S. Treasury Department is currently reviewing a major investment made by Silicon Valley venture capital firm Benchmark into Manus, an emerging artificial intelligence startup with Chinese ties. Manus recently raised $75 million at a $500 million valuation, with Benchmark leading the funding round. The scrutiny arises from 2023 U.S. restrictions on investments in Chinese tech companies, which aim to safeguard national security interests amid growing tensions with China. According to reports, Manus operates as a ‘wrapper’ around existing AI models rather than developing its own, a detail that Benchmark’s legal advisors used to argue compliance with the rules. Furthermore, the company is legally incorporated in the Cayman Islands—a common practice for Chinese firms seeking foreign capital—which Benchmark also cites in its defense. Despite this, concerns persist over the startup’s operational and strategic ties to China. The investment drew public criticism from other industry voices, including Founders Fund partner Delian Asparouhov. At this time, Benchmark, Manus, and the U.S. Treasury have not issued official comments.
