Tietoevry Create Secures Key Roles in Finnish Digital Agency’s IT Framework Agreement

Tietoevry Create has been chosen as a framework agreement supplier by Finland’s Digital and Population Data Services Agency through a competitive IT services procurement process. The company achieved top ranking in the mobile development technology area (Android, iOS, Kotlin/Java/Swift), which has an estimated annual workload of 1,000–4,000 person-days. Tietoevry Create’s expert team was rated highest in this area, which includes work on mobile applications like Suomi.fi Messages and the European Digital Identity Wallet (ILO project).

In another major technology area, focusing on NodeJS and JavaScript/TypeScript, Tietoevry ranked fourth among seven selected suppliers. This domain has a significantly larger estimated scope of 12,000–20,000 person-days annually and includes projects such as the PIS modified data interface transformation and the OIVA project.

Tietoevry Create participated in three of the five procurement categories, with a total tender value of approximately EUR 250 million. Framework agreements are expected to commence in August 2025 and remain valid until the end of 2030, with some assignments potentially continuing until 2031. Final procurement decisions were issued on June 11, 2025, and will become legally binding after the appeal period ends.
